Iran has two aluminum production plants. The state-owned IRALCO in central Iran annually produces 120,000 tons of aluminum, one-third of which is exported.
The semi-private Al-Mahdi Steel Company in southern Hormuzgan province is operating 15 percent below its annual capacity of 110,000 tons.
Aluminum smelters have difficulty obtaining raw material from abroad.
The sector largely swaps locally-produced aluminum ingots for alumina from foreign companies, or makes periodic purchases from the London market.
Industry officials say some 200 manufacturers of aluminum products were producing 20 percent below their capacity because of raw material shortage.
Iran's domestic demand for aluminum averages 160,000 tons a year.
Many factories are recycling scrap to fabricate aluminium products, a trend which lowers quality.
